In the past most investors bought ISAs (and before that PEPs) direct with a fund manager or through a discount broker to obtain a better deal. Either way, your ISA was administered by the same company which managed your funds. If you held, say, a Jupiter ISA, Jupiter managed the fund, administered the tax wrapper and sent you valuations.

This meant your investment choice was limited to Jupiter funds.  To buy a Invesco Perpetual fund, for example, you had to transfer your ISA to Invesco Perpetual.  Not only could this take weeks at best, you would incur initial charges on the new investment and the chances are you would have to transfer again when you next wanted to make a switch.
